The ‘Shelters’ tab at  will tell you about every pet rescue in operation in your area.

The Humane Society of Berks County (in Reading, PA) will accept surrendered pets for a fee of $30 or 3 hours of community service.  This is an Adoption Guarantee shelter (next best thing to a no kill shelter, Euthanasia is very infrequent)
